I noticed in pictures of Berlin in December 1918, at the beginning of the civil wars in Germany, there is no snow on the ground and the people seem lightly dressed in trenchcoats and hats, without gloves or scarves.  Was winter so mild then?

Well. it's a long way from Berlin to Hohenpeissenburg but certainly the winter in the latter came late and was very mild compared to 1917:
