Have found a synopsis:
Victory was written by Boyd Cable, a specialist in military melodramas, and directed by M. A. Wetherell, who had previously directed the WWI docudrama The Somme. As the Germans advance into France in 1918, thousands of refugees flee to the safety of England. One of these is wealthy young Marie Dulac (Julie Suedo), who is aided in her escape by British airman Seth Lee (Moore Marriott). Later on, Lee is assigned to drop a Canadian officer, Major King (Walter Butler), behind enemy lines for purposes of sabotage. Their plane is shot down, forcing Lee and King to take shelter in a cottage near the chateau where Marie had once lived. To his dismay, Lee discovers that Marie has returned to her home, and is apparently consorting with the enemy. It turns out, however, that Marie is carrying out counter-espionage activities right under the Germans' noses, permitting a happier ending than expected.
Another source says that it was originally to be called simply 1918, but was released as Victory. Nothing yet about Tanks.
Also, an article praising the leading man, Moore Marriott, who went on to star in many comedy films alongside Will Hay. Not sure why this gives the impression that he played several parts in Victory - all source say that he played only one.
Have got one or two other irons in the fire. We might be edging closer to the answer.

Hi, Steve. Sorry, I've only just noticed your post.
I'm afraid the only info I've got on Moore Marriott in this film is the article above. I am puzzled in that it seems to be saying MM played more than one role in the film, whereas IMDB etc attribute them to other people, if I'm reading things correctly.
Maybe if you have a good look at the two pics of the A7V being captured you might spot him in there.
