Apparently, this is in a book by François Vauvillier that I haven't got: The Encyclopedia of French tanks and Armored vehicles 1914-1940, Histoire & Collections, published in 2014, ISBN: 978-2-35250-322-4

Thanks for that. The blog article clears it up quite nicely. The Delaunay-Belleville seems to have been a private venture which was built in 1919 before the Char de Bataille project specification was issued in 1921. It would make sense to submit the D-B medium tank design even though it was only an approximate fit to the specification.
