You can observe a similar effect in armour modelling: lots of King Tigers, Jagdtigers etc. but you have to look hard (and had to wait for decades) for an early Pz IV or M5 tank.
I for one need lots of regular troops and vehicles, and then a few elites if any.
They are doing German Infantry as well as the usual stormtroopers. Lets hope they do not go over the top as Casear did with the maces, knives etc. A total of 6 sets are in the offing - a reply I got from them indicated that the Scots had also been considered!
Why do companies persist in making Stormtroopers and ignore the regular infantry?! >:(
I believe Strelets are planning, or going to be producing, 9 new WW1 sets within the next year. Only one of them is German Stormtroops. IMHO this is not ignoring the regular troops.

There is also a conspicuously blank space in the WW1 section, so there may well be 10 sets in Strelets plans.
