Russia's camels

I'm at present reading Jon Morse's rather odd memoir entitled 'In the Russian Ranks: A Soldier's Account of the Fighting in Poland'.

In this, Morse, describing the winter of 1914-15, mentions "the Bactrian camels which are used in their thousands for Russian transport".  These, he states, "proved themselves to be very useful throughout the winter, until the thaw came, and three feet of mud succeeded six feet of snow".  Further, he describes camel flesh as "coarse, tough and flavourless".

Camels?  On the Eastern Front?  I confess that I have never heard even a whisper of such a thing before.  Can anyone enlighten me?

The Russians and Turks fought in WW1, so perhaps that was a theatre where camels were used?
