The Ghillie as worn by the Scottish snipers in the first world war, was an improvised garment that went over their normal uniform. The tears are for inserting plant matter from the area they are working in.
They're in the 1st Corps WW1section; they've got telescopic sights on their rifles; the ACW snipers look quite a bit different. So I'd say they're definitely WW1.

Rifles could be "Enfield Rifle No 3 (Pattern 1914)" which could be authentic for WW1 Western front (not sure about telescopic sights at that time though, aperture sights more typically I would have thought - see http://archive.org/details/snipinginfrancew00pricrich**. etc.). Ironically, they look a bit more like Gew 98s (the impression being of two forward bands).
** ah, no, looking at the good Major's writings it seems riflescopes were in general use back then - just needed a jolly good officer to ensure they were used properly.
